The Central Highlands 2022 Community Plan is a road-map for achieving our region’s future aspirations. Developed through extensive community engagement, it identifies the vision, outcomes and goals we aspire to as a regional community and acknowledges the visions and priorities of the diverse communities that make up the Central Highlands.
The Plan, which was first launched in 2012, was updated or “refreshed” in 2019. Both original and updated versions are linked below.

Every local government in Queensland is required to prepare a five-year corporate plan under the Local Government Act 2009.
A corporate plan is council’s main planning tool, providing the basis from which specific council strategies, plans and policies are developed.
Council will use this plan to guide and deliver our annual budget, capital works program and operational plan for the coming years.

The operational plan is the detail of the corporate plan. It shows which projects, services and activities are current for the financial year and the progress of each as at the end of each quarter (three month period).
Operational Plan for 2022-2023
Most of us aspire to live in a place that offers opportunity for the best quality of life, income security, healthy lifestyle options, security for our families and choices for our future wellbeing.
We want to live within a tolerant community which is resilient to disasters and human shocks, is socially, culturally and economically prosperous, and has a healthy, pleasing environment capable of providing a sustainable future.
These are all aspects of the liveability of a place or region. How do we achieve these aspirational objectives given that life and the systems around us are dynamic?
Our lifestyles and livelihoods face constant change and pressures, sometimes influenced by factors from outside of our region such as economic downturns and population decline. How we improve the liveability of the Central Highlands region – from our larger centres to our smaller areas – is a key challenge for council and communities.
The Liveability Strategy and Action Plan addresses these pertinent questions. It brings together the thoughts, ideas and suggestions generated from community and stakeholder engagement and communications.
It supports other key strategies, schemes and action plans of the Central Highlands Regional Council and the Central Highlands Development Commission, as well as those of key industry groups, civil society representatives, non-government organisations and State and Federal level stakeholders.
Its formulation has been driven by community aspirations expressed through multiple forums. Community drive will also be central to its implementation with expected nurtured improvement over time.
The Customer Service Strategy and Action Plan details our commitment to be a customer-focused organisation and provides a framework for us to deliver services in a way that places the customer at the centre of everything we do.
This will be achieved by innovating and investing in process, technology and people.
The strategy aligns with the Central Highlands Regional Council Corporate Plan 2017-2022 and the Operational Plan 2018-2019.
