General waste & recycling information

Council is seeking feedback on the DRAFT Resource Recovery Waste Management Strategy 2022-2032.  Feedback is being sought up to 24 June 2022 on a 10 year strategy to improve the efficiency of council’s resource recovery (waste management) operation while minimising waste disposal to landfill and maintaining or improving the current level of service.

We are committed to providing a high standard of waste services. Follow these simple tips to ensure your bins are emptied without a fuss.

DO: 

  • Place your bins within 1 metre of the kerb and at least 1 metre apart, with the bin opening facing the road.
  • Make sure your bin is in position by 6:00 am on the morning of collection.

DON’T:

  • Overfill or place prohibited items inside your waste or recycling bins. Check the full list of items on your red bin lid.
  • Queensland Waste Levy

  • Free mulch

    Free mulch is available!

    From time to time, Central Highlands Regional Council is offering free mulch to ratepayers and domestic users on weekends at the Emerald Transfer Station, Glasson Street. The availability of mulch depends on supply and mulch weekends will be advertised via the website and Facebook.

    Mulch is available for self-load between 8.00 am and 5.00 pm.

    A maximum of 1 cubic metre of mulch per household/ per ratepayer may be taken (this will be monitored). Car or utility and light trailer (max. 8x5m trailer) combination only can be loaded.

    Please bring your own containers and equipment to self-load, and don’t forget personal protective equipment such as gloves and dust masks.

    The mulch is a result of green waste disposed of at the waste facility, stockpiled and then mulched on a regular basis.

    Mulch is subject to availability.

    Collecting mulch

    Conditions of collecting mulch:

    • Maximum allowed = 1 cubic metre per household for the month of September.
    • The load must be covered before you leave the site.
    • Closed in shoes and suitable clothing must be worn.
    • Children (under 13 years old) and animals must remain in the vehicle at all times.
    • Follow site signage and directions from on-site staff.
    • Mulch may contain fine dust particles that may affect some people. People are advised to take appropriate precautions when handling mulch e.g. wear appropriate dust mask and gloves.

    Mulch quality

    We do not suggest the mulch to be suitable for any particular purpose, however this free mulch cannot be sold to a third party or used in any commercial way. The quality of the mulch is uncertain, and it may contain any of the following:

    • weeds and seeds
    • noxious plants
    • soil and/or rock
    • plastic/glass
    • metal
    • timber (which may have been treated)
    • food waste
    • other matter

    Persons taking and/ or using the mulch agree to indemnify and keep indemnified Central Highlands Regional Council, agents and contractors, from and against all claims, demands and suits which may be made against council relating to or arising out of the method of delivery or collection, the waste, its storage or use.

    Limitation of liability.
